At PPIM 2023, PHMSA and PODS presented on the upcoming NPMS Information Collection changes, with 2024 set as “Year Zero” — the baseline foundational year for new submittal requirements, with additional minimum requirements to follow in subsequent years. This session picks up in 2025 with an update from Monique Roberts (PODS) and Leigha Gooding (PHMSA OPS GIS Manager, who manages NPMS) on what they’ve learned since that 2023 presentation, including new data attribute requirements for 2025-and-beyond NPMS submittals and lessons learned from both PHMSA and operators during Year Zero.
Drawing on meetings PODS and PHMSA held with operators over the prior 12 months, the session reviews MFA requirements, break-out tank info, abandonment items, in-plant submissions, and other areas needing clarification, along with a high-level overview of the NPMS submittal process and the significant increase in segmentation and new attributes PHMSA expects operators to capture in coming years. PHMSA also announces two updates: distribution of an updated Eco USA data layer to support Hazardous Liquids Integrity Management planning, and a new national map option for the NPMS Public Map Viewer.
The NPMS system itself is built on the PODS Model — PHMSA has been a PODS member for over a decade, working closely with the Association to standardize data tables and schema for all operators and service companies that support them.
